Andrew C. McCarthy is an attorney, and a Senior Counterterrorism Consultant at the Investigative Project in Washington, D.C., a foundation that specializes in the analysis of militant Islamic terror groups.
From 1986 through 2003, Mr. McCarthy was a federal prosecutor at the United States Attorney.s Office for the Southern District of New York (SDNY), where he participated in many of the most significant criminal cases in our nation.s recent history, particularly in the field of national security.
From 1993 through 1996, he led the prosecution against the jihad organization of Sheik Omar Abdel Rahman, in which a dozen Islamic militants were convicted of conducting a war of urban terrorism against the United States that included the 1993 World Trade Center bombing, a plot to bomb New York City landmarks (the United Nations complex, the Lincoln and Holland Tunnels, and the FBI's lower Manhattan headquarters), and murder conspiracies against Egyptian President Hosni Mubarak and Rabbi Meir Kahane.
Mr. McCarthy also led the litigation over crucial confession evidence that helped secure the convictions of four al Qaeda terrorists for the 1998 bombings of the American Embassies in Kenya and Tanzania; successfully defended several terrorism convictions on appeal, including those in the Millennium plot to bomb Los Angeles International Airport; and, following the September 11 attacks, supervised the U.S. Attorney.s Anti-Terrorism Command Post, coordinating investigative and preventive efforts with numerous federal and state law enforcement and intelligence agencies.
Mr. McCarthy also has broad experience investigating and prosecuting complex criminal cases in the areas of organized crime, money laundering, securities and accounting fraud, and narcotics trafficking. In addition, he held several senior executive positions in the SDNY, spending his last five years there as the Chief Assistant U.S. Attorney for the SDNY.s satellite office in upstate New York. Mr. McCarthy is the recipient of numerous awards, including the Justice Department's highest honors: the Attorney General's Exceptional Service Award (1996) and Distinguished Service Award (1988).
Moreover, Mr. McCarthy has run his own law practice and served as an Adjunct Professor of Law at the Fordham University School of Law and at New York Law School. He writes extensively on a variety of legal, social and political issues. He is the author most recently of The Intelligence Mess: How It Happened, What to Do About It, the lead article in the April 2004 edition of Commentary Magazine, and of a series of articles on the 9/11 Commission for National Review Online where he also is a regular contributor.
